America’s Wrong-Headed Jobs and Innovation Policies – why we don’t create enough Amazon.com’s


It is unlikely anyone in business or government thinks productivity is a bad thing.  Productive students get their homework done faster, and learn more in the available time.  Productive musicians make more recordings, and tend to learn more over their careers.  And productive companies produce more goods and services with less inputs – like labor – thus offering more to customers at lower cost while making more money for investors.  At a national level, the more productive we are at everything from growing wheat to making cabinets to writing smartphone apps improves the quantity of goods available to our population – growing the gross domestic product (GDP.)  Improving productivity is one of the most critical activities to creating and maintaining a healthy economy, improving incomes and generating wealth.

Then why is American policy so anti-productivity?

American manufacturers today are about the most productive in the world.  In the Wall Street Journal's "The Truth About U.S. Manufacturing" we learn that American factory workers are producing triple the output of 1972.  The use of ever more sophisticated equipment, often with digital controls, and a higher trained workforce has made it possible to make more and more stuff with less and less labor.  While considerable manufacturing has gone offshore, it is not because our workers are competitively unproductive.  To the contrary, productivity is amongst the highest in the world! 

Unfortunately, most of America's business/economic policy at the government level has been trying to preserve jobs that are, well, not that productive.  Take for example agriculture subsidies.  They pay farmers to produce less and otherwise make less productive use of land, feedstocks, grains, etc.  By giving farmers (most of which are now huge corporations, not the "family farm" circa 1970 and before) subsidies it actually lowers agricultural productivity.

Similarly, bank and auto bailouts (and all subsidies to any manufacturer) in effect lowers productivity.  It gives money to a bank, which makes nothing.  Or to an unproductive manufacturer to keep its plant operating when the value of the output is insufficient to cover costs.    These spending programs serve only to defend and extend the least productive jobs in society – jobs that are economically unviable.  By spending money in these areas the government attempts to preserve the old (companies such as GM and Chrysler) at the expense of productivity.

America can create highly productive jobs

"Amazon.com On Hiring Spree" is the Seattle Times headline. Amazon has revolutionized book retailing, publishing and is changing a number of other markets as well.  The result is a far more productive workforce in these industries than previous competitors.  Borders, to cite a recent example, could not be nearly as efficient selling or publishing books with its out of date model, so it recently followed 90% of other book sellers into bankruptcy. The more productive company, Amazon, is hiring people as fast as it can to grow its business.  Its productivity allows Amazon to sell more and create jobs. 

Had the government chosen to bail out Borders there would have been a public outcry. Why should we protect the jobs of those store shelf stockers?  Likewise, as the number of printed books drops, replaced by digital books, should it be government policy to subsidize book (or magazine, or newspaper) publishers/printers?  Whenever a business is no longer competitively productive – whether it be agricultural, manufacturing or anything else – bailouts serve only to keep the unproductive competitor alive.  Which actually harms the more competitive company that subsequently must fight the subsidized competitor.

The right policy would be to subsidize Amazon.  Amazon is growing.  Theoretically, the more money Amazon has the faster it could grow and the more jobs it could create.  But, of course, nobody feels good about subsidizing a growing, profitable concern.  And Amazon isn't asking for subsidies, anyway.

Our public investments are shifting in the wrong direction.

The right public policy is to invest in creating new Amazons.  New businesses that create products and services which are desirable to customers, productively using resources and creating jobs.  By helping these new businesses get going the government spending creates new markets.  Government money "primes the pump" for investors.  Early stage funding allows the business to get started, create a product or service, generate initial revenues, demonstrate a P&L and entice others to invest.  The payback to society is a growing enterprise that creates jobs, both of which creates future tax revenues which repay the early investment funding.

The current administration touts investing in the tools for creating growth.  In early February the MercuryNews.com reported on a Presidential speech in Michigan, "Obama Promotes Plan for Near Universal High-Speed Wireless."  But, like previous Presidential administrations, this is just a lot of talk.  While Mr. Obama may think national wireless technology to promote economic growth is good, there is no money for it.  In the same article it is noted that Michigan congressional representatives, who resoundingly backed putting billions into the auto bailouts, question the efficacy of investing in emerging infrastructure tools.  Protecting the past, while questioning (or opposing) investments in the future.

Unfortunately, for the last 50 years American policy has been headed in the wrong direction!  Innovation investment projects peaked around the Kennedy administration (early 1960s) with several American efforts to dominate new technologies through programs such as the famous "space race."  Since then, less and less has gone into America's future, and more and more has been spent preserving the past – through entitlements, military spending and tax cuts which provide less and less incentive to invest in unproven projects.

Since 1953 government "pump priming" by spending on R&D for innovations has declined by 50%!!!  No longer is even 1% of Gross Domestic Product spent on R&D.  Businesses, which require an immediate return on investment and are generally loath to spend money on things which are uncertain, have been left to fill the vacuum.  As a result, total spending has been stagnant.  Worse, most spending by business is on sustaining innovations – improvements which defend and extend an existing business – rather than on breakthroughs which create new markets, and a lot more jobs (for more on sustaining innovation investments by business read Clayton Christenson's books including "The Innovator's Dilemma.")  Investment in innovation has been woefully underfunded, allowing America's economic leadership position to shrink.

America is driving innovation offshore

The Wall Street Journal has reported "More Companies Plan to Put R&D Offshore."  When things are equal, business will invest where the costs are lowest.  With little incentive to undertake innovation in America, increasingly U.S. companies are moving their R&D — along with manufacturing, customer service, telesales, etc. — to emerging markets.  And their plans are to increase this movement offshore by 50-100% by 2015!

What will happen if innovation investments move from America into emerging markets?  Will intellectual property remain an American advantage?  Will new product development be done in America, or elsewhere?  If the manufacturing is already in these markets, is it hard to predict that new products will increasingly be made offshore as well?  Asked another way, if we outsource the innovation jobs – what jobs will America have left?

A dramatic change in American policy is needed

Last week America started bombing Libya.  Part of protecting the national interest.  But, this is not free – reportedly costing Americans $100M/day.  Two weeks is $1.4B (probably a lot more, to be honest.). Let's not debate whether this is necessary, but rather recognize (as Roseanne Rosannadanna used to say on Saturday Night Live) "it's always something."  There are programs, policies, military bases, agricultural lands, national parks and jobs to protect in every district of America – and its interests around the globe.  And that's increasingly where America's money goes.  Not into innovation.

So why are Americans surprised that job growth struggles?  When the head of GE, a company that has moved manufacturing, information technology, engineering and R&D to offshore centers across the last decade, is made head of the U.S. jobs initiative is there much doubt?  When the spending and incentives, as well as the selected leaders, have as their #1 interest preserving the past – largely in areas where American productivity lags – why would anyone expect new job creation?

America's protectionist mentality is causing its lead in innovation to slip away.  The President, administration officials, Senators and Congresspeople needs to quit thinking that talking about innovation is going to make any difference in investments, or job creation.  If America wants to remain globally economically vibrant it requires a change in investments – starting with more money for R&D via grants, subsidies and tax breaks.

If America wants jobs, and healthy economic growth, it needs innovation.  Innovation that will create new, highly productive jobs  And that requires investing in the future, rather than spending all the money protecting the past.

Facebook’s new email client is a big deal for business

A year ago I was on a panel at the Indian Institute of Technology global conference.  My fellow panelists were mostly IT heads from major corporations.  When it came to Twitter, Linked-in, MySpace and Facebook – the world of social networking – universally they all blocked access.  The reasons given were primarily data confidentiality (fear company information would escape) and productivity (fear employees would unproductively apply their time to personal efforts.)  They saw no advantages to social network applications, only risk.  Most of those companies – from pharmaceuticals to airlines – still deny access. 

This follows a long list of things denied employees by large employers on the grounds of confidentiality and productivity

  • employees don’t need a phone at their desk, who could they need to talk to and what do they need to say at work?  They can write letters or memos.
  • employees don’t need a personal computer.  All data should be kept on secured tapes and accessed by productive data center professionals when it makes sense.
  • employees don’t need a hard disk in their personal computer.  We must keep all data away from employees and keep them focused on using applications tied to central data repositories for productivity
  • employees don’t need laptops.  Who knows where they will go, and what employees will do with them.  They could let data escape, or spend time on personal letters and spreadsheets.
  • employees don’t need their own printers.  Send all jobs to a central printer location so we can control what is printed for confidentiality and to make sure somebody isn’t printing more than is necessary
  • employees don’t need their own cell phones.  What in the world do they need to say that can’t wait until they are in the office?  How will we keep them from wasting time on personal calls?
  • employees don’t need internet access at work.  There’s nothing on the web that is important for their work, and it opens a security hole in our operations.  If we give them internet access they’ll waste hours and hours browsing instead of working.

This list could go on for a long time, as I’m sure you can now imagine.  Confidentiality and productivity are merely excuses for those who fear new tools.  Reality is that all these new products improved productivity dramatically, helping employees get more done faster – and making them smarter on the job as well.  Organizations that rapidly adopted these (and other) technologies actually achieved superior performance, and rapidly saw their costs decline as these lower cost solutions gave more productivity at lower prices.  In most cases, something formerly proprietary and costly became available from an outside source much, much cheaper that worked a whole lot better.  Like how the Post Office displaced private messenger services – even though it did have security risks and made it possible for anyone to send a letter (see what I mean, you can go back in time forever with these examples.)

Today social media is the next “big thing” to improve productivity.  Facebook, Twitter and its counterparts offer full multi-media, real time interaction with people you know, and don’t know that well, globally.  You can find out about everything remarkably fast, and often quite accurately, at practically no cost.  No server need be bought – and you don’t even need a PC.  A cheap smartphone or tablet will give you all you want – soon to include conferencing and video chat.  And you don’t have to buy any software.  And you can connect to everyone – not just the people in your company, or on your server, or even on your network or your network service provider. According to Gartner, at MediaPost.comImplications of a Facebook email Client” will be noticable by 2012, and universal by 2014!

And that’s why “Facebooks Not email Announcement” (as reported in LiveBlog Twitter style on ReadWriteWeb.com) is important for business.  Facebook email is going to be better, faster and cheaper than existing email – especially if you’re still using 2 decades out-of-date products like Lotus Notes!  Something Facebook doesn’t even want to call email because of its advancements.  

An email client for Facebook goes far beyond the value of a Microsoft Live server (think Hotmail+ if you’re not IT oriented).  Even GMail, for all its great features, doesn’t offer everything you get in Facebook, due to how Facebook provides integration into everything else that makes its network wildly productive for those of us who realize we live in networks.  You even have an archive, searchability – and the capability of creating multiple virtual private networks for doing all kinds of business activities in different markets! And practically free!  Using incredibly cheap devices, in multiple varieties and platforms, that employees might well purchase themselves! 

For use by everyone from execs to salespeople, businesses will soon be able to stop buying and handing out laptops.  Even PCWorld addressed the opportunity in “Social Networks to Supplant email in Business?” Businesses will soon quit operating server farms for most communications.  Even quit supporting networks for things like printing sales documents, or creating document-loaded USB drives to hand out.  With everyone on tablets and smartphones, and connected over social networks, in a couple of years “leave behinds” will be unnecessary.  Those in sales and purchasing will be able to obtain competitive reviews, and prices, and configurations almost instantaneously by asking people on their network for input and feedback. Email will become slow, and a siloed application less useful than products that sit on the network.

With each advance, new opportunities emerge.  Doctors have long been notoriously unwilling to carry laptops, or email patients.  From the operating room to test results, finding out from an M.D. what’s going on has been problematic.  Now MediaPost tells us in “Doctors Without Social Media Borders” how patient communication is rising dramatically from adoption of social media.  It lets the physician, and others in medicine, communicate faster, more productively and cheaper than anything before. And this is just one example of how behavior changes when new capabilities arise.  Formerly unmet needs are satisfied, and people shift to where they achieve greatest satisfaction.

Once email was considered the “killer app” that made everyone need a PC – and access to the web.  Social media takes email into entirely new orbits.  Getting more done, faster, with more people, using more current data, verified by more access points, across multiple media creates competitive advantage.  Those who ignore this trend will fall behind.  Those who adopt it have the opportunity to beat their competition.  Everyone knows that those who know the most, first, and are able to apply it have a big first mover advantage.  If you’re not promoting this in your company – if you are in fact blocking it – you’ll soon have no chance of remaining competitive.  You’ll just start falling behind – and the gap will widen. 

 

Don’t wait too long – Huffington Post, GM, Chrysler, Ford, Hyundai, Honda, Toyota

"Huffington Says Her Site Is Close To Making Money" is the video headline at Marketwatch.com.  For years this blog has chastised traditional news publishers for trying to Defend & Extend their traditional business, when the market has shifted on-line —- both for readers and advertisers.  Of course, the newspaper companies counter this argument by saying that they can't make any money on-line.  They have to defend their traditional business – even from web competitors.

When shifts happen it's best to get started experimenting and migrating early.  You may hate the political bent of HuffingtonPost.com, but that it's near making money shows that the model can work.  Just differently than a newspaper or magazine.  Unfortunately, most traditional media have been too busy trying to fend off the web to learn anything.  For example, Tribune Corporation has long owned equity stakes in CareerBuilder.com and Cars.com as well as FoodChannel.com.  But the company refused to learn from these ventures and migrate toward a different Success Formula.

Now it's too late for these traditional companies.  You may think that if HuffingtonPost.com is still not quite profitable there's still time to compete.  But reality is that Ms. Huffington's organization has been experimenting and learning and creating this Success Formula for 4 years.  That kind of learning you can't pick up overnight.  You have to participate in the marketplace, then make what you learn (good and bad) available for everyone to see.  Then you have to discuss what you've learned openly so the organization can become knowledgable about what works and migrate toward a new Success Formula in which they have confidence.  And that's why most companies react to market switches way too late.  They think they can jump in at the last minute.  But by then the HuffingtonPost.coms and Marketwatch.coms and MediaPost.coms have already learned how to succeed at this business, developed a subscriber base and created a viable ad sales program.

Take for example "Clunkers Program Boosts Ford, But Not GM, Chrysler" as headlined on Marketwatch.com.  Now that the results are in from the government stimulated "clunkers" program, we know that the market has shifted away from GM and Chrysler.  Year-over-year, Hyundai sales were up 47%, Honda up 9%, Toyota up 6.4%Ford scored big with sales up 17%.  But GM sales were down over 20%, and Chrysler sales fell 15%.  We can see from this data that people were ready to buy cars, given a boost.   While the overall market was up, we can see that it has shifted to a new batch of competitorsGM and Chrysler simply weren't prepared to compete – and it's doubtful they ever will be.  They've missed the market shift, and now they don't have the R&D, products, distribution, marketing, etc. to remain competitive with companies that are seeing volumes and revenues rise.

Of course, every company has the opportunity to shift with markets – or be crushed by changes.  The latest economic reports show that too many American businesses, like GM and Chrysler, are waiting to be crushed.  "US productivity rises at fastest pace in nearly 6 years, while labor costs plunge in spring" is the ChicagoTribune.com headline.  This is bad news for those thinking an economic upturn will save them.

When an economy grows productivity improvements are good.  Imagine you sell 100 items.  You have 100 employees.  Productivity is 1.  A growing economy allows you to sell 105, your employment remains the same, and productivity jumped 5%.  Lots of winners – between the employees (more pay or bonus), the customers (possibly lower prices down the road based on rising volume), for investors (more profits)  and for suppliers (more volume and less pressure on prices.)  Let's say the economy slackens – like 2009.  Volume drops to 90.  But through cost saving measures employment drops to 86.  Productivity just went up almost 5%!  But nobody won.  And that's what's happening today.  Labor rates keep dropping because there's more labor supply than product demand – and if businesses keep cutting costs we'll improve our productivity right up while the economy keeps going down.

Business leaders need to be more like Huffington Post, and less like GM.  To improve profits they need to recognize that markets have shifted, and move quickly to develop new Success Formulas which get them growing.  Trying to Defend & Extend the old business, like newspaper publishers, simply drives you toward bankruptcy.  Instead, it's time to Disrupt the status quo and create some White Space projects to learn what the market wants.  It's time to experiment and get the whole company involved in applying the collective brainpower to develop new a new Success Formula which gets you growing, making more money, and improving productivity for real!
